龙亭巍峨，汴水毓秀。承仰古都开封厚重的历史文化底蕴，黄河水院历经了八十多载风雨春秋。代代师生以经邦济世为己任，视兴国富民为天职，励志求新，倡勤务实，才俊辈出，宏誉远播。

Longting towers and Bianhe River cultivates men of talents. Supported by the profound historical and cultural heritage of ancient capital Kaifeng, Yellow River Conservancy Technical Institute has experienced more than eighty years' ups and downs. With governing the country and benefiting the mankind as their responsibility, and rejuvenating the nation and enriching the people as their duty, generations of inspirational teachers and students seek for novelty and advocate pragmatism, cultivating generations of talented men and spreading their reputation far and wide.

Times flies and everything changes! Looking back to more than eighty years' operating history of Yellow River Conservancy Technical Institute, frustrations and fruits are woven together, and triumphal songs are played with vicissitudes. 一、   学院简介

I. Introduction to the Institute

黄河水利职业技术学院是首批国家示范性高等职业院校，创建于1929年。先后历经国立黄河流域水利工程专科学校、黄河水利学院、黄河水利学校等历史沿革，原隶属于水利部，1998年改制为黄河水利职业技术学院，2000年划归河南省实行省部共建。建校以来，向国家输送了十余万名毕业生，被誉为“黄河技干摇篮”和“黄河流域的黄埔军校”。

Founded in 1929, Yellow River Conservancy Technical Institute is a state-level demonstrative vocational institute of the first batch approved in China. Originally under the jurisdiction of Ministry of Water Resources, it had undergone a series of historic changes and was renamed National Yellow River Basin Water Conservancy College, Yellow River Water Conservancy College and Yellow River Water Conservancy School during development. In 1998, it was reformed as Yellow River Conservancy Technical Institute. In 2000, it was put under joint jurisdiction of Ministry of Water Resources and Henan Province. Since its establishment, it has cultivated more than 100,000 graduates and is reputed as “The Cradle of Technical Talents along Yellow River” and “the Huangpu Military Academy” in Yellow River basin.

学校占地1400亩，在职教职工近1000人，全日制在校生近20000人。学校形成以水为主，以测为特，以工为基，文、经、管、艺多科相容的专业体系，开设水利、测量、土木、路桥、机电等近70个专业。

The institute occupies an area of 230 acres and has the faculty members of nearly 1000. The current enrollment of full-time students reaches more than 20000. Based on engineering, the institute has formed a specialty structure of literature, economics, management and arts that involves multiple subjects covering about 70 majors including water conservancy, surveying, civil engineering, road and bridge engineering and electromechanical engineering.

Based in Henan, the Institute strives to serve the whole country and the whole society relying on its advantage in education of water conservancy. It adheres to the path of employment-oriented development, takes talent training as its central task and constantly strengthens its specialty advantage as core of the work. 二、入学须知

II. Information for Admission

1.学期安排

1. Semester Arrangement

黄河水利职业技术学院每学年分为春季和秋季两个学期。

In Yellow River Conservancy Technical Institute, an academic year is divided into two semesters: spring semester and fall semester.

每年9月是新学年的开始，也是秋季学期的开始；春季学期一般从3月开始。

A new academic year starts in September every year, at the start of fall semester; and spring semester generally starts in March.

每年6月底开始放暑假，约8周。寒假根据中国的春节安排，由于每年春节的具体日期不一样，所以黄河水院的寒假日期也不确定，通常是从春节的前10天左右开始，春节后10天左右结束，约4周。

Summer holiday starts at the end of June and lasts about 8 weeks. Winter holiday is scheduled according to the Chinese Spring Festival; since the specific date of Spring Festival varies in each year, winter holiday of Yellow River Conservancy Technical Institute is also not fixed, generally starting 10 days or so before Spring Festival and ending 10 days or so after Spring Festival, lasting about 4 weeks.

2.报到与注册

2. Enrollment and Registration

2.1 新生报到与注册

2.1 New Student Registration

新生持护照、《录取通知书》、JW201或JW202表在规定时间内到黄河水院外事办公室报到。报到时填写《黄河水利职业技术学院外国留学生入学登记表》，领取《留学生手册》，同时交验其它必需的文件。报到时准备2寸免冠照片4张。

New students must register within the specified time at the Foreign Affairs Office, YRCTI, bring with them their passports, Letter of Admission and Form JW201 or JW202. During registration, they will be asked to fill in the International Students Admission Form, take a copy of the Handbook for International Students, and submit other necessary documents for verification as required. They need also submit 4 pieces of 2-inch photos (4.5cm×3.5cm).

因故不能按时报到者，须事先征得国际教育学院的同意。无故逾期两周未报到者，按自动放弃入学资格处理。

Those who for some reason are not able to register within the specified time period must obtain prior consent from Foreign Affair Office for later registration. Failure to register within two weeks after the specified deadline without valid reasons will be automatically regarded as giving up the admission eligibility.

留学生《录取通知书》以盖有黄河水利职业技术学院公章的为准，其他任何单位或个人出具的文件均无效。

The Letter of Admission for international students shall bear the official seal of YRCTI. No other documents issued by any organizations or individuals shall be deemed valid.

2.2 在校生报到与注册

2.2 Current Student Registration

在校生每学期应按规定日期到校注册。注册须本人持护照或学生证完成，不得委托他人代办。注册一般在开学时到黄河水院留学生管理学院完成注册。新生报到请准备2寸照片（4.5cm×3.5cm）8张，1寸张片8张。

On-campus students should register in school by the date specified in each semester. For registration, students themselves should present their passports or student ID cards, and shan't entrust others to handle on behalf. Generally, the registration should be completed in the department in charge of international students’ administration when the semester begins. For new students, please prepare 8 pieces of 2-inch photos (4.5cm×3.5cm) and 8 pieces of 1-inch photos for enrollment.

如因故不能完成注册，须提前请假。未请假或请假未获批准而不按时注册者，按旷课处理。无故不按时注册超过两周者，按自动退学处理，学院按规定注销其学籍，已缴学费不退，已办理的居留许可报开封市公安局出入境管理局注销。

In case of failing to complete the registration due to any reason, please ask for leave in advance. Those who don't register on time without asking for leave or getting the approval for leave will be treated as absence. Failure to register with in two weeks after the specified deadline without valid permission will automatically lead to the cancelation of their student status; and the paid tuition will not be refunded, and the Residence Permit will be cancelled by the Department of Entry & Exit Administration, Kaifeng Public Security Bureau.

3.保险

3. Insurance

黄河水利职业技术学院要求，留学生在学期间必须有医疗保险。留学生所购买的保险至少包括意外伤害和住院治疗两个险种。费用参照《平安保险公司来华人员综合保险保障计划》规定的标准执行。

Yellow River Conservancy Technical Institute requires that international students must have medical insurance during their study period. Insurance policies purchased by international students should at least include two types of insurance: accidental injuries and hospitalizations. The fee should be implemented with reference to the standards specified in “Comprehensive Insurance Protection Plan for Foreigners in China of China Ping An Life Insurance Company Limited”.

对于没有医疗保险的留学生，学院将不予办理注册手续。

For students with no medical insurance, the Institute will not handle the registration procedures.

4.课程安排与考试

4. Curriculum and Examination

4.1 课程安排

4.1 Curriculum arrangement

留学生入学后应尽快了解所修读的专业对课程和培养方案的要求。

International students should get understand of the requirements on curriculum and cultivation scheme of the profession to be studied as soon as possible.

4.2 考试

4.2 Examination

考试采用百分制或五级制（优、良、中、及格、不及格）计分，60分为及格。各科成绩按学生出勤情况、课堂表现、课后作业、平时测验及期末考试综合评定。期末考试不及格的课程，必须参加补考，补考成绩为最终成绩。

For examination, hundred mark system or five grade system (Excellent, Good, Credit, Pass, Fail) is adopted, 60 points as Pass. The achievement of all subjects is comprehensively appraised based on a student's result of attendance, classroom performance, homework, quizzes and final examination. In case of failing any course in the final examination, the student must attend the second attempt and the achievement in the second attempt should be considered as the final achievement.

凡在考试、作业考查、论文中有作弊或抄袭等欺骗性行为者，将按学院有关规定予以严厉惩处。

Those who have such deceptive behaviors as cheating and plagiarizing in examinations, task assessments or dissertations will be strictly punished according to relevant stipulations of the Institute.

违反考场纪律者，视情节给予警告以上处分。抄袭或者协助他人抄袭，在考试中交换试卷、答案、草稿纸，夹带及使用储存、记载有考试内容相关资料的电子设备或物品等考试作弊者给予记过处分。由他人代替考试或替他人参加考试，抢夺、窃取他人试卷、答案或者强迫他人为自己抄袭提供方便者给予留校察看处分。以上作弊行为严重者直至给予开除学籍、勒令退学处分。

Those who violate examination disciplines will be given a warning or more serious punishment depending on the circumstances. Those cheaters in examination who plagiarize or assist others to plagiarize, exchange examination papers, answers or scratch paper, or smuggle and use electronic equipment or articles, etc. stored or recorded with materials relevant to the examination contents will be given demerit record. Those others take examinations for or take examinations for others, rob or steal others' examination papers, answers or force others to provide convenience for their plagiarizing will be placed on academic probation. For those conducting serious cheating practices, school rolls will be cancelled or order of quitting school will be given.

①要提前进入教室，做好课前准备；

① Get into the classroom in advance and make good preparation before class;

②不迟到、不早退、上课时间不会客；

② Don't be late for lectures, don't leave early and don't receive any guests during class time;

③严禁在教室内吸烟和吃东西；

③ Don't smoke or eat anything in the classroom;

④不准穿拖鞋、背心进入教室；

④ Don't wear slippers or vest in the classroom;

⑤上课时间关闭手机，注意听讲，不得交谈、做小动作；

⑤ Turn off the phone during class time, attend the lecture with attention, and don't talk or do little tricks;

⑥爱护教室内公共设施，维护教室整洁。

⑥ Take good care of public facilities in the classroom, and maintain the classroom tidy.

5.2 考勤与请假

5.2 Attendance and leave

（1）学生因病请假，凭医生证明向任课老师或班主任办理请假手续。请事假应事先写请假报告，请假两天以内由班主任批准；两天至1周由留学生管理学院领导审批；请假1周至2周，由学生处领导审批；请假超过2周的需经主管校领导审批。凡离开开封市者请假批准必须由留学生管理学院决定。

(1) Students asking for leave due to illness should apply to course teachers or the head teacher for leave with medical certificate. In case of leave for personal matters, the approval of the head teacher should be obtained for one to 2 days' leave; 2 days to one week's leave, the approval of the leader of international students’ management department should be obtained; for 1 to 2 weeks’ leave, the approval of the leader of Students Affairs Office should be obtained; for over 2 weeks’ leave, the approval of the vice president in charge should be obtained; for those who leave Kaifeng, the approval for leave should be decided by the Department.

（2）学生请假（含病假和事假）累计不得超过每学期总周数的三分之二，超过者按退学处理。

 (2) Days of leave (including for illness and personal matters) can not exceed two thirds of the total weeks of a semester, otherwise the students shall be treated as wastage.

（3）学生凡未请假或请假未获批准而缺课，均作旷课处理。对旷课的学生，按下列原则处理：

 (3) Students who are absent from class without asking for leave or without obtaining the approval for leave shall be treated as absence, for whom the treatment will follow the following principles.

连续旷课达到3天的，给予警告处分；3天以上1周以内的，给予严重警告处分；一周以上10天以内的，给予记过处分；10天以上2周以内的，给予留校察看处分；超过2周的，按自动退学处理。

A warning will be given for being absent from class for 3 days; A serious warning will be given for being absent from class for 3 days to one week; A demerit record will be given for being absent from class one week to 10 days; Students being absent from class from 10 days to 2 weeks will be kept in school but placed under surveillance; In case of being absent from class over 2 weeks considered as voluntary withdrawal.

累计旷课情况比较严重的，按照连续旷课处理，每6学时按1天计算。

 Continuous absenteeism is considered if the cumulative absenteeism is serious, every 6 class hour equal to 1 day.

请假期满复课或请假未满复课者，应向留学生管理学院报告销假。请假期满仍不能参加学习者，必须办理续假手续。

Students who return to class after or before the expiration of leave period should report to the department in charge for leave cancellation. Those who are still not able to return to study after the leave period expires should complete leave period extension procedures.

对学生触犯中国国家刑事构成刑事犯罪者，按法律规定处理，违反学校纪律，破坏公共财产，打架斗殴，酗酒闹事或有其他不良行为者，视其情节轻重，学校将分别给予当事人警告、严重警告、记过或开除学籍的处分。

Students who offend Chinese national criminal laws and constitute a criminal offense should be treated as stipulated by laws; for those who violate school disciplines, destroy public property, fight, drink excessively and make troubles or conduct other undesirable acts, the school will give such sanctions including warning, serious warning, demerit recording or scroll cancellation depending on seriousness of the case.

以上各项处分一经决定，学校除向当事人宣布，若有委托单位，还将书面通知其委托培训单位。必须中止在校学习者，应立即离校退回给委托培训单位进行处理。

For the various punishments above, once decided, the institute will notify the entrusting training unit (if have) in writing in addition to announcing to the relevant students. Those who must stop studying in the school should leave the school immediately and be returned to the entrusting training unit for treatment (if have).

6. 转学与退学

6. Transfer & Terminate Study

6.1 转学

6.1 Transfer

参照中国政府关于留学生转学的相关规定执行。

International students shall follow the Chinese government regulations to apply for transfer.

6.2 退学

6.2 Terminate Study

留学生有以下情况之一者，应予退学：

The International students under one of the following circumstances shall terminate their studies:

(1).经体检不合格者；

(1)Those who are unable to pass the Physical Examination;

       (2).意外伤残无法继续学习者；

  (2) Those are unable to continue their studies due to some disabilities caused by unexpected accidents;

(3).本人申请退学者；

(3) Those apply for termination of their studies;

       (4).未请假连续2周末参加学校规定的教学活动者；

(4) Those have not participated in the classes for 2 weeks without the permission for leave;

(5).其它符合《黄河水利职业技术学院学留学生手册》中退学条件的。

(5) Those meet the termination conditions of Handbook for International Students of Yellow River Conservancy Technical Institute.

退学学生发给退学证明，并根据学习年限发给肄业证书（至少学满1年）；未经学校批准，擅自离校的学生不发给肄业证书和退学证明。

International student who terminates his studies will be issued with a Study Certificate (study duration at least one year). The student who leaves the school without the permission of the university shall not be issued any study certificate.

退学学生一经批准须在2周内办理相关手续离开学校。

International student shall leave the Institute within two weeks after the completion of his termination procedure.

对退学处理有异议，可在接到学校退学通知之日起5个工作日内向学校提出书面申诉。

Any objection of the decision of termination can be complained within five working days from the date of the university’s written notice.

7.毕业

7. Graduation

留学生在完成教学计划规定的全部课程并合格后，准予毕业，颁发中华人民共和国全日制专科毕业证书或黄河水利职业技术学院培训证书。

International students will be approved to graduate and granted with Full-time College Graduation Certificate of People’s Republic of China or Training Certificate of Yellow River Conservancy Technical Institute after fulfilling all the courses stipulated by the teaching plan and being qualified.

8.证件、证明及申办手续

8 Documents, Certificates and Application Procedures

各类证件、证明是相关部门按照有关规定和程序审查、办理和发放的。同学们在黄河水利职业技术学院学习生活期间，会用到以下这些十分重要的证件和证明，它们是保证你能正常学习生活、维护你正当权益的重要凭证。

The various documents and certificates are reviewed, handled and delivered by relevant departments according to corresponding stipulations and procedures. Students may need the following vitally important documents and certificates during their studying and living in Yellow River Conservancy Technical Institute, and these documents and certificates are the important evidence to ensure that you can study and live normally and protect your legitimate interests.

你一定要弄清楚办理这些证件的基本程序和所需材料，做到心中有数，在规定的时间内，按照规定的程序，准备好所需材料，办理你所需的证件证明。

Be sure to find out and get a clear understanding of the basic procedures and the materials required to handle these certificates, and prepare required materials and handle required certificates or documents in the specified time and according to the stipulated procedures.

各项证件、证明不得私自涂改、损坏，否则根据中国有关法律和黄河水院的校规校纪，给予相应的处罚。

Unauthorized alteration or damage to any document or certificate is not permitted; otherwise, punishment will be given correspondingly based on relevant laws of China and the school rules of Yellow River Conservancy Technical Institute.

8.1 学生证

8.1 Student ID card

留学生注册后发给黄河水利职业技术学院学生证。学生证由黄河水院学生处统一发放，留学生管理院系负责协调办理。如果遗失，补办需交两寸照片一张，人民币5元。

International students will be given student ID cards of Yellow River Conservancy Technical Institute after completing registration. The student ID cards are delivered uniformly by Student Office of Yellow River Conservancy Technical Institute and studying department is responsible for the coordination and handling; in case of reapplication due to loss, please submit one piece of two-inch photo and RMB5 Yuan.

学生证是留学生重要的身份证明，需要随身携带，不能转借。如果丢失，一定要及时补办。

Student ID card is the important identification of international students; it is required to be always taken along and is not allowed to be transferred or borrowed. In case of loss, be sure to reapply promptly.

黄河水利职业技术学院可以提供中文在学证明。

Yellow River Conservancy Technical Institute can provide certificate of enrollment in Chinese.

8.3 校园一卡通

8.3 Campus card

校园一卡通在校园内可实现就餐、洗浴、上机、借书等功能，方便学生学习、生活。

Campus card can realize such functions as eating, bathing, access to computer, book borrowing, etc. in campus, thus facilitating the study and life of students.

校园一卡通充值：可到各学生宿舍楼一楼大厅内的农行自动圈存机上进行圈存充值（每次充值金额人民币1元---400元），每天次数不限。

Recharge of campus card: students can transfer for recharge at the ABC automatic transfer machine in the lobby of each student dormitory (RMB1-400 Yuan can be recharged each time), and the recharge has no frequency limit.

校园一卡通挂失与补办：校园卡遗失时，可持护照或学生证到校园卡服务大厅（餐厅一楼南侧）进行挂失与补办。办理完毕后，原校园卡自动注销，所有信息转移到新卡中。

Loss registration and reapplication of campus card: in case of loss of campus card, students can register loss and reapply in the Campus Card Service Hall (south side on the first floor of the dinning hall) with passports or student ID cards. After the procedures are completed, the original campus card will be cancelled automatically and all the information will be transferred to the new card.

校园一卡通的纠错：如出现消费金额有误时，请到校园卡服务大厅进行查询、纠错。

Error correction of campus card: in case of any error in the amount of consumption, please inquire and correct error in the Campus Card Service Hall.

为保证学生在宿舍楼内享有正常安定的学习和生活环境、保障学生的人身和财物安全，望各位学生自觉遵守如下的规章制度：

In order to ensure that overseas students enjoy normal and stable learning and living environment in the dormitory building, and ensure the safety of the students' personal and property, we hope that the students will abide by the following rules and regulations:

1、学生在大楼内要按指定的房间住宿，未经同意，请勿自行调换住房或强行占用房间。请勿把房间转租他人，违者视情节轻重按有关规定处理。

1. Students should stay in the building according to the assigned room. Do not change the room or take the room by yourself without the permission of the school. Please do not sublet the room, and the offender will be treated according to the relevant regulations.

2、学生入宿时，必须办好借用房内床上用品的手续，并交纳一定的保证金，离宿时要向服务台工作人员清点后如数交还，如有损坏或丢失，要照价赔偿。如无损坏或丢失，保证金如数退还。房内设施及家具均为配套使用，请勿随意弃置房外。

2. Students must complete procedures for borrowing bedding articles and pay a certain amount of cash deposit. When leaving the hotel, the service staff will return the deposit if there is no damage. Compensation shall be made according to the cost in case of any damage or loss. Disposing any facilities and furniture outside the room is prohibited.

3、注意保管好个人财物，离开房间一定要随手锁门，如有贵重物品请自行锁好，大量现金请去银行存放。

3. Take good care of your personal belongings and lock the door when leaving the room; valuables shall be locked properly and large amount of cash should be deposited in the bank.

4. Keep the room keys properly and don't lend it to others. Report the loss of key to the service desk timely. Behaviors of duplicating the key, adding private lock and changing the lock are all prohibited. .If there is any violation; the relevant regulations shall be dealt with.

5、请勿在楼内抽烟、酗酒、聚赌、吸毒、嫖娼、斗殴、传教或从事其他违法活动。如有违反者，将按照有关规定及中国的法律处理。

5. Don't smoke, drink, gamble in group, take drugs, go whoring, fight, preach to other students or engage in other illegal activities in the dormitory building, violators will be dealt with in accordance with relevant regulations and Chinese laws.

6、保持楼房的环境清洁，楼内公共场所的桌椅等用品不能搬离室外。注意个人和公共卫生，请勿在墙壁或门上乱写乱画或张贴东西。请勿随意向窗外倒水及乱扔烟头、纸屑、杂物。不得在走廊通道等处堆放杂物，以保证通道畅通。

6. Keep the building's environment clean, and the furniture and chairs in the public places in the building cannot be moved out of the room. Pay attention to personal and public health. Do not scribble or post things on walls or doors. Please don't throw your cigarette butts, scraps of paper and sundries out of the window. Do not pile up debris in corridor and other public places to ensure smooth passage.

7、保持楼内安静。请勿喧哗或高声播放音乐，请勿踢球、打麻将、或饲养各种动物。

7. Keep the building quiet. Do not make noise or play music loudly. Do not play football, play mahjong, or keep all kinds of animals.

8、宿舍走廊卫生由宿舍保洁员负责打扫；学生宿舍卫生由学生自行打扫。

8. Dormitory cleaners are responsible for cleaning the corridors in the dormitory, and students shall be responsible for the cleaning their own rooms.

9、留学生公寓大门早06:30开门，晚上23:00关门。严格遵守作息时间，统一作息时间为23:00，外出者晚上一律在23:00前返回。严禁在校外住宿。

9. The door of the student dormitory opens at 6:30 and closes at 23:00 in the evening. The work-and-rest system shall be strictly complied with, and the unified rest time is 23:00; and the outgoing person will return before 23:00 in the evening. Off-campus housing is strictly prohibited.

10、学生宿舍除本人外，外来人员如亲属、同胞等禁止留宿过夜。

10. Visitors such as relatives and compatriots are forbidden to stay overnight.

11、每个宿舍每月提供170度免费电量，超过部分由学生自己承担，到学院后勤服务中心水电科持电卡充钱买电。

11. Each dormitory will be provided with 170kilowatt hour electricity for free every month. Excess portion shall be borne by students themselves and bought with electric card in hydropower division of Logistics service Center of the Institute.

12. 住宿学生应互相尊重，团结友爱，自觉维护公共秩序，遵守作息时间，养成良好的学习生活习惯。

12. Students should respect each other, unite and be friendly with each other, consciously maintain public order, obey the time of work and rest, and keep good habits of study and life.

13. 学生宿舍实行传染病申报制度。凡有《中华人民共和国传染病防治法》规定的各类传染病患者，应该主动报告宿舍管理人员。住宿学生如发现宿舍内有传染性疾病疑似患者，应及时报告；传染病病人、病原携带者和疑似传染病人，在治愈前或者在排除传染病嫌疑前，应服从医院的医疗指导意见，积极配合有关住宿的调整和安排。

13. The declaration system for infectious diseases is implemented in the student dormitory. Any students with infectious diseases prescribed by the law on the Prevention and Control of Infectious Diseases of the People's Republic of China should report to the dormitory management personnel. Students should report any suspected patients with infectious disease in the dormitory. Patients of infectious diseases, pathogen carriers and suspected infectious disease should obey the hospital medical instructions, and actively cooperate with accommodation arrangement.

14. 为保证学生的人身财产安全，客人在来访时，要在服务台办理验证登记手续。会客只能在会客区进行，禁止在宿舍内会客，来访客人须于22：00前离去。没有证件的来访者不予办理会客手续。

14. In order to ensure the safety of the students’ personal property, visitors shall complete verification and registration procedures at the service desk and can only be received in the reception area. It is not allowed to receive visitors in the dormitory and visitors shall leave before 22:00. Visitors without valid credentials will not be treated.

15. 宿舍内发现有下列行为，学校有关部门有权制止，并视情节轻重给予通报批评或纪律处分，乃至追究法律责任。

15. If the following behaviors are found in the dormitory, the relevant departments of our institute  has the right to stop them, and they shall be given a notice of criticism, disciplinary sanction or even the legal responsibility according to the seriousness of the case.

D. To decorate the dormitory without permission, or chisel iron nails or other hard stuff into the wall;

E．私自移动、拆装家具及设施设备；

E. Moving, disassembling furniture and facilities without any permission;

F．私自安装大功率电器；

F. Installing a high-power electrical appliance without permission;

G．饲养宠物；

G. Keeping pets.

H．造成公用水电严重浪费，公用设施损坏；

I．酗酒、赌博、嫖娼、吸毒、贩毒等违法犯罪活动；

五、留学生签证办理、居留许可等手续的相关规定

V. Relevant Provisions on Visa, Residence Permit and Other Procedures of International Students

根据《中华人民共和国外国人入境出境管理法》（简称“外管法”）和开封市公安局的有关规定，特制定我校留学生关于办理签证、居留许可、身体检查等手续的有关规定，现公布如下：

Relevant provisions of our school on visa, residence permit, health examination and the like are specially made according to “Law of the People's Republic of China on Control of the Entry and Exit of Aliens” ("Law on Control of Aliens" for short) and relevant regulations of Kaifeng City Public Security Bureau and hereby promulgated:

（一）住宿登记

 (I) Accommodation registration

1、根据外管法的有关规定，留学生到达开封后，24小时内应向当地所辖公安机关（派出所）申报临时住宿，此项由外事办公室工作人员负责协助办理。

1. According to relevant provisions of Law on Control of Aliens, international students shall apply to local Public Security Bureau (police station) for temporary accommodation within 24 hours after arriving in Kaifeng and staff members of the Institute shall help for this.

2、根据开封市公安局的有关规定，按照黄河水利职业技术学院的要求，留学生必须居住在学院提供的留学生公寓内。

2. International students shall reside in the apartment provided by the Institute according to relevant provisions of Public Security Bureau in Kaifeng City and the requirements of Yellow River Conservancy Technical Institute.

（二）签证、居留许可

 (II) Visa and residence permit

1、持X签证入学的同学自中国入境后30天内必须获得居留许可，此项工作由外事办公室工作人员协助办理。需提交的有关材料如下：

1. Students enrolled with X visa must obtain residence permit within 30 days after entry into China and staff member of Foreign Affair Office shall help for this. Relevant materials required to be submitted are as follows:

①护照复印件；

① Copy of passport;

②2寸免冠照片（4.5cm×3.5cm）2张；

② Two pieces of 2-inch bareheaded photos (4.5cm × 3.5cm);

③身体检查表复印件1份；

③ One copy of physical examination sheet;

④JW202表（由学校提供）；

④ JW202 Form (provided by the school);

⑤外国人签证、居留许可申请表。

⑤ Application Form of visa and Residence Permit for foreigners.

2、持外国人居留证的人迁出所在市、县，须于迁移前向原居住地的公安局办理迁移登记，到达迁入地后，须于10日内向迁入地公安局办理迁入登记。

2. People with foreign residence permit shall complete moving-out registration in the original place of residence before moving out the original city and county, and complete moving-in registration in the local Public Security Bureau within 10 days after arriving in the area of destination.

备注：持其他签证（如L签证、F签证）的学生一定要注意自己签证的有效期，需要办理签证延期的同学请于有效期截止日期前两周向学院提交申请延期资料。

Note: students with other visas (such as L visa, F visa) must pay attention to the validity of their visa. Those requiring visa extensions shall submit application materials to the Institute two weeks before the deadline of validity.

（三）身体检查

 (III) Physical examination

1、学习时间在6个月以上的外国留学生来华后，必须在规定期限内到河南国际旅行卫生保健中心进行体检。

1．International students who will study for more than 6 months should take a physical examination at ITHAN.

2、凡来我院学习的同学应身体健康，患有严重精神病、艾滋病、传染性肺结核病或者有可能对公共卫生造成重大危害的其它传染病的不准入学；

2. Students to study in our Institute shall be healthy and those suffering from severe mental illness, AIDS, infectious TB or other infectious diseases likely to cause significant harm to public health are not allowed to enter;

（四）合法证件及有效期

 (IV) Lawful documents and validity

1、护照和居留许可是留学生在中国居留的合法证件，外出随身携带，请注意妥善保管，以免丢失；

1. Passport and residence permit are lawful documents of international students to reside in China. Please keep them properly while taking them along outside to avoid loss; 

2、外出旅游时还应随身携带学生证， 一些景点可凭学生证优惠；

2. Take along your student ID card when traveling and you may enjoy discount with the card in some scenic spots;

3、证件如果丢失，应及时申报补办；

3. Reapply for student ID card timely in case of loss;

4、留学生应注意自己的签证有效期，以免签证过期。如办理了居留许可，居留许可的有效期即为签证的有效期；未办理居留许可的同学，应注意附在护照上签证的有效在华停留日期。

4. International students shall pay attention to the validity of their visas in case of expiration. If residence permit has been obtained, the validity of residence permit is the validity of visa; students who haven’t obtained residence permit shall pay attention to the valid date for them to stay in China attached on their passports.

备注：因签证过期而导致在华非法停留的，将受到公安机关的处罚。

Note: Those illegally stay in China due to expiration of visa will be punished by Public Security Bureau.

 (I) Bus

开封市内公交化运营车辆均为大巴，且多数都为无人售票车，上车1元。

All public transit vehicles in Kaifeng City are buses and most of them are self-service ticketing buses, RMB1 Yuan to be paid once.

从我院开通的公交线路有8路、21路、33路、34路、35路、47路、55路、58路，上车前请注意站牌上的发车时间、收车时间。

Bus lines passing our Institute include: Bus No.8, No.21, No.33, No.34, No. 35, No. 47, No.55 and No.58. Please note the running time at the station.  

（二）出租车

 (II) Taxi

车费按租用行驶里程计算，每公里1.3元，在出租车前面计费表上有标明，起步价5元（含2公里）。开封的出租车在车顶有“TAXI”的标志灯，车内仪表旁有司机的照片、姓名、电话和单位，下车时请向司机索取发票，万一有问题可以凭发票联系到出租车或它所在的公司。

Taxi fare is calculated by travelling distance, RMB1.3 Yuan per kilometer with starting fare of RMB5 Yuan (including 2 kilometers), which is indicated on the front taximeter of the taxi. In Kaifeng, taxies are set with the marker light "TAXI" on the top and the photo, name, telephone and unit of the driver are placed near the instrument inside the taxi. Ask for invoice from the driver while getting down, so you can contact the taxi driver or its company in case of any problem.

保险责任在保险责任有效期内，本公司承担下列保险责任：

Within the valid period of insurance liabilities, the Company will undertake the following insurance liabilities:

1、身故保险责任：被保险人因意外伤害事故或疾病(含SARS)死亡，本公司按约定保险金额给付保险金，保险责任终止。

1. Death insurance liability: Where the insured dies due to accidental injury or illness (including SARS), the Company will pay the insurance as per the stipulated amount of insurance, hence termination of the insurance liability.

2、残疾保险责任：被保险人因遭受意外伤害保险事故，并自遭受意外伤害之日起一百八十日内导致残疾，乙方按照中国平安人寿保险股份有限公司“残疾程度与给付比例表”的规定比例乘以约定保险金额给付保险金。如第一百八十日治疗仍未结束，则按第一百八十日的身体情况进行残疾鉴定，并据“残疾程度与给付比例表”给付“意外残疾保险金”。

2. Disability insurance liability: Where the insured suffers accidental injury insurance accident which disables the insured within one hundred and eighty days from the date of the accidental insurance accident, Party B pays the insurance as per the stipulated amount of insurance multiplied by the proportion specified in the "Degree of Disability and Payment Proportion Table" of China Ping An Life Insurance Company Limited. Where the treatment hasn't finished on the one hundred and eightieth day, the disability shall be evaluated according to the physical status on the said day and "accident disability insurance" shall be given according to the "Degree of Disability and Payment Proportion Table".

被保险人因同一意外伤害事故造成“残疾程度与给付比例表”所列残疾程度两项以上者，保险人给付各对应项残疾保险金之和。但不同残疾项目属于同一手或同一足时，仅给付一项残疾保险金；若残疾项目所属残疾等级不同时，给付较严重项目的残疾保险金。

Where the insured happens to have two or more items of the degree of disability listed in the "Degree of Disability and Payment Proportion Table" due to the same accidental injury, the insurer shall pay the sum of disability insurance for the corresponding items. However, if the different disability items belong to the same hand or the same foot, only one item of disability insurance shall be paid; if the disability items belong to different degrees of disability, disability insurance for the more serious item shall be paid.

该次意外伤害事故导致的残疾合并前次残疾可领较严重项目残疾保险金者，按较严重项目标准给付，但前次已给付的残疾保险金（投保前已患或因责任免除事项所致“残疾程度与给付比例表”所列的残疾视为已给付残疾保险金）应予以扣除。 

Where the insured can obtain the disability insurance for the more serious item, the insurance shall be paid as per the standard for the more serious item when the disability caused by this accidental injury is combined with the previous disability, yet the disability insurance paid previously (disability the insured suffers before purchasing the insurance policy or that listed in the "Degree of Disability and Payment Proportion Table" caused by liability exemption issues shall be deemed as having been paid insurance for) shall be deducted.

被保险人不论一次或多次发生意外伤害保险事故，乙方均按规定分别给付意外残疾保险金，但累计给付金额以不超过约定保险金额为限。

No matter the insured suffers one or more accidental injuries, Party B shall pay the accidental disability insurance according to the stipulations and the amount accumulatively paid shan’t exceed the stipulated amount of insurance.

每一被保险人的意外残疾、意外身故保险金的累计给付金额以其对应的意外伤害保险金额为限。

The amount accumulatively paid for accidental disability and accidental death of each insured is limited to the corresponding amount of accidental injury insurance.

被保险人自意外伤害保险事故发生并导致残疾之日起一百八十日内由于同一原因死亡，乙方只给付约定意外身故保险金额与意外残疾保险金的差额；超过一百八十日死亡，不论是否同一原因所致，乙方按约定意外身故保险金额给付保险金，保险责任终止。 

Where the insured dies due to the same reason within one hundred and eighty days since the accidental injury insurance accident occurs and causes disability, Party B only pays the difference between the stipulated amount of accidental death insurance and the accidental disability insurance; where the insured dies after one hundred and eighty days, Party B shall pay the insurance as per the stipulated amount of accidental death insurance regardless whether the death is caused by the same reason, hence termination of the insurance liability.

3、意外伤害医疗保险责任：

3. Medical insurance liability for accidental injury:

被保险人因遭受意外伤害事故，并自事故发生之日起一百八十日内进行治疗，本公司就其实际支出的合理医疗费用按100%给付意外伤害医疗保险金，累计给付金额以约定的保险金额为限。被保险人不论一次或多次发生意外伤害保险事故，保险人均按上述规定分别给付“意外伤害医疗保险金”，但累计给付金额以不超过该被保险人的保险金额为限，累计给付金额达到其保险金额时，对该被保险人的该项保险责任终止。

Where the insured suffers accidental injury and receives treatment within one hundred and eighty days after the occurrence of the accident, the Company shall pay medical insurance for accidental injury as per 100% according to the reasonable medical expenses actually paid and the amount accumulatively paid won't exceed the stipulated amount of insurance. No matter the insured suffers one or more accidental injuries, the insurer shall pay the “medical insurance for accidental injuries” according to the above stipulations and the amount accumulatively paid won't exceed the insurance amount of the insured. When the amount accumulatively paid has reached the insurance amount, this insurance liability for the insured will terminate.

被保险人因意外伤害事故或于保单生效日后因疾病（含SARS），经医院诊断必须住院治疗（门诊手术及医院无床位原因的观察室治疗视同住院医疗），乙方就其实际支出的护工费（限额100元/天，累计30天）、救护车费、建病历费、取暖费、空调费、床位费（限额300元/天）、检查检验费、特殊检查治疗费、手术费、药费、治疗费、化验费、放射费等合理医疗费用，按100%给付“住院医疗保险金”。

Where the insured must be hospitalized due to accidental injury or due to illness (including SARS) after the effective date of the insurance policy (treatment in the observation room due to outpatient surgery or berth shortage of the hospital should be deemed as hospitalization), Party B shall pay "hospitalization insurance liability" as per 100% according to the reasonable expenses actually incurred including nursing fee (limit: 100 Yuan/Day, a total of 30 days), ambulance fee, medical expenses, heating expenses, air-conditioning costs, bed fee (limit: 300 Yuan/Day) , inspection and examination fees, special examination and treatment expenses, surgery expenses, medicine fees, treatment fees, laboratory fees, radiology fees, etc.

被保险人发生保险责任范围内的住院治疗，其因同一病因发生的院前、院后门急诊医疗费用可以按住院医疗费用赔付标准予以赔付。

Where hospitalization of the insured is within the scope of insurance liability, the outpatient and emergency medical expenses thereof incurred due to the same cause of disease before and after hospitalization shall be compensated according to the payment standard for hospitalization expenses.

被保险人不论一次或多次住院治疗，本公司均在规定限额内给付保险金，分项累计给付金额达到其保险金额时，该项保险责任终止。 

No matter the insured is hospitalized for once or several times, the Company will pay the insurance within the prescribed limit and when the amount accumulatively paid has reached the insurance amount, the insurance liability will terminate.

被保险人在本次投保前发生重大疾病或慢性病的，保险人不承担给付保险金的责任。 

Where the insured suffers from major illness or chronic diseases before purchasing this insurance policy, the insurer shall assume no insurance liability.

注：1）以上所有医疗机构仅限于中华人民共和国大陆境内的公立医院。

Note: 1) All of the above medical institutions are limited to public hospitals within the territory of the People's Republic of China.

2）医疗费用范围只限于符合当地社会基本医疗保险规定报销范围的项目和费用，但承担乙类药品的自负费用。

因下列情形之一，造成被保险人身故、残疾的，本公司不负给付保险金责任：

The Company won't assume any insurance liability in the case of death or disability of the insured due to the following circumstances:

一、投保人或受益人的故意行为；

I. Intentional act of the insurer or the beneficiary;

二、被保险人犯罪、吸毒、殴斗、酒醉、自残或自杀； 

II. the insured commits a crime, drugs, fights, drinks drunk or conducts self-mutilation or suicide;

三、被保险人酒后驾驶或无照驾驶；

III. The insured drives after drinking or drives without a license;

四、被保险人怀孕、流产或分娩；

IV. The insured is pregnant, miscarries or gives birth;

五、被保险人患有爱滋病或其它性病； 

V. The insured suffers from AIDS or other sexually transmitted diseases;

六、战争、军事行动、内乱或武装叛乱； 

VI. War, military action, civil strife or armed rebellion;

七、核爆炸、核辐射或核污染； 

VII. Nuclear explosion, radiation or pollution;

八、专业人员参与的高风险运动及高危竞技类活动。 

VIII. High-risk sports and athletic activities professionals are involved in.

发生上述情形，被保险人身故的，本公司对该被保险人保险责任终止，并在扣除手续费后退还该被保险人的未满期保险费。

Where the insured dies due to the circumstances above, the Company's insurance liability for the insured will terminate and the unearned premium will be returned to the insured after the procedure fee is deducted.

医疗责任（意外伤害医疗、住院医疗）免除

因下列情形之一造成被保险人支出的医疗费用，本公司不负给付保险金责任： 

The Company won't assume any insurance liability for the medical expenses paid by the insured due to the following circumstances:

一、投保人、受益人对被保险人故意杀害、伤害； 

I. The insurer or the beneficiary intentionally kills or injures the insured;

二、被保险人故意犯罪或拒捕、自杀或故意自伤；

II. The insured intentionally commits a crime or resists arrest, or conducts suicide or intentional self-injury;

三、被保险人殴斗、醉酒，服用、吸食或注射毒品；

III. The insured fights, drinks drunk, takes, smoke or inject drugs;

四、被保险人酒后驾驶、无照驾驶及驾驶无有效行驶证的机动交通工具；

IV. The insured drives after drinking, drives without a license and drives such motorized transportation tools not validly licensed for;

五、被保险人因整容手术或其他内、外科手术导致医疗事故； 

V. The insured suffers medical accidents due to cosmetic surgery or other surgery or surgical procedure;

六、被保险人因矫形、整容或康复性治疗等所支出的费用；

VI. Expenses paid due to orthopedic, cosmetic or rehabilitative therapy, etc. of the insured;

七、被保险人支出膳食费、电话费等； 

VII. Costs of meals, telephone charges, etc. paid by the insured;

八、被保险人未遵医嘱，私自服用、涂用、注射药物；

VIII. The insured takes, applies or injects drugs without following the prescription of the doctor;

九、战争、军事行动、暴乱或武装叛乱； 

IX. War, military action, riot or armed rebellion;

十、核爆炸、核辐射或核污染； 

X. Nuclear explosion, radiation or pollution;

十一、在中国大陆地区以外发生的医疗费用；

XI. Medical expenses incurred outside mainland China;

十二、被保险人怀孕、流产或分娩； 

XII. The insured is pregnant, miscarries or gives birth;

十三、普通疾病门诊医疗费用。
